<br /> Resolution Authorizing an Agreement with Jimmie Soules Bird Repelent Company for Downtown Bird Control
<br /> SUMMARY RECOMMENDATION:
<br /> It is recommended by City staff that the City Council approve the attached resolution authorizing the Mayor to execute an
<br /> agreement between the City and Jimmie Soules Bird Repelent Company for the control of birds in downtown Decatur for a period
<br /> of three years beginning October 1,2023,through September 30,2026,for an amount not to exceed$84,500.00.
<br /> BACKGROUND:
<br /> The City's current three-year agreement with the Jimmie Soules Bird Repelent Company, approved by the City Council on
<br /> October 5, 2020, expires on September 30, 2023. This agreement is for the control of birds in the City's downtown area. The
<br /> downtown area is described in the agreement as being the area bounded by Cerro Gordo on the north, Martin Luther King on the
<br /> east,Wood Street on the south and Church Street on the west.The purpose of controlling the birds is to minimize the health-related
<br /> problems,cleanup costs and nuisances that can be associated with high numbers of birds flocking or roosting in the area.
<br /> City Staff has met with Ms. Diane Soules to discuss a new agreement for these services. Soules' bird repellent process is
<br /> proprietary and has proven extremely effective in keeping birds from infesting high use areas downtown over the years. Birds are
<br /> not harmed by his procedures.
<br /> A new three-year agreement(copy attached)has been prepared by staff and Mr. Soules for Council review and approval. The new
<br /> Agreement will begin October 1,2023,and extend through September 30,2026.
<br /> Payment is made annually for the year beginning October 1 and ending on September 30 of the following year. The fee for each
<br /> year of the 3-year contract is as follows:
<br /> October 1,2023,thru September 30,2024-$26,500
<br /> October 1,2024,thru September 30,2025-28,000
<br /> October 1,2025,thru September 30,2026-$30,000
<br /> This agreement is administered by the City's Public Works Department.
<br /> LEGAL REVIEW: The contract was approved by the Legal Department on September 28,2023.

<br /> • September 30, 2002 — City Council approved Resolution R2002-188, authorizing Agreement with Soules Bird Repelent
<br /> Company of Decatur,Illinois,for Bird Control Services in the Central Business District for a period ending September 30,2005.
<br /> September 6, 2005 — City Council approved Resolution R2005-120, authorizing Agreement with Soules Bird Repelent
<br /> Company of Decatur,Illinois,for Bird Control Services in the Central Business District for a period ending September 30,2008.
<br /> • October 20, 2008 — City Council approved Resolution R2008-177, authorizing Agreement with Soules Bird Repelent
<br /> Company of Decatur,Illinois,for Bird Control Services in the Central Business District for a period ending September 30,2011.
