10/10/23,4:46 PM Item Coversheet
in
Public Works
DATE: 10/9/2023
MEMO: 2023-97
TO: Honorable Mayor Moore Wolfe and City Council Members
FROM: Scot Wrighton,City Manager
Matthew C.Newell,P.E.,Public Works Director
SUBJECT:
Resolution Accepting the Bid and Authorizing the Execution of a Contract with Burdick Plumbing&Heating Co.,Inc.for
the William Street Pump Station Improvements Project,
City Project 2022-17
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolutions:
1. Resolution accepting the bid and awarding the contract for the William Street Pump Station Improvements,City Project
2022-17,to Burdick Plumbing&Heating Co.,Inc. as the lowest responsive and responsible bidder in the amount of
$806,504.00,and that the Mayor be authorized to execute the contract, and the City Clerk to attest. The contract documents
excluding project specific drawings, conditions and provisions are attached.
2. Resolution authorizing Professional Engineering Services Agreement with Crawford,Murphy&Tilly, Inc. (CMT)for
construction support to the William Street Pump Station Improvement project not to exceed$48,720. The agreement
documents are attached.
BACKGROUND:
Project Description
The William Street Pump Station, constructed in 1970,serves an important purpose in the City's water distribution system. The
pump station is adjacent to a 5,000,000-gallon ground-level reservoir, which provides backup storage in the case that other
reservoirs are unavailable. The location of this reservoir is also critical, in that the stored water is available for firefighting in the
northeast quadrant industrial zone. Several control valves in the William Street Pump Station have reached the end of their service
life, affecting operability. Also, the pump station lacks a flow meter, which would allow operators to assess how the system is
operating.
In addition, the roofing of the William Street Pump Station is at the end of its service life.Leakage allows moisture to intrude into
the building and corrosion has been observed. The skylights are 50 years old and are due for replacement.
At the Raw Water Pump Station,a similar situation exists. The roofing is 37 years old and is in poor condition. Also, the location
of the roof access hatch does not meet current code. The two roofing projects were combined into one bid package for cost-
efficiency.
The bid documents describe the work as follows:
At the William Street Pump Station, provide and install a new flow meter, rebuild or replace five valves and chlorine analyzer
inside the building;furnace, ventilation fans, motorized damper, ductwork, HVAC controls;removal and replacement of roof and
skylights; removal of asbestos pipe insulation; electrical work for the above items;motor control center maintenance;and related
work.At the Raw Water Pump Station, remove and replace roof, and related work.
Public Bid Letting Results
The project plans and specifications were prepared by CMT. The project was advertised on Wednesday, September 6th,2023,and
bids were opened on Wednesday,October 4th,2023. Numerous contractors were contacted and encouraged to bid on the project.
haps://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?Item I D=4599 1/3
