in <br /> Police Department <br /> DATE: 10/26/2023 <br /> MEMO: 23-64 <br /> TO: Mayor Julie Moore Wolfe <br /> City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Shane Brandel,Chief of Police <br /> SUBJECT: Purchase of Mobile Scout Crime Prevention Surveillance Trailer <br /> SUMMARY RECOMMENDATION: It is the recommendation of the staff that the Council authorize the purchase of the crime <br /> prevention surveillance trailer in the amount of$39,279. <br /> BACKGROUND: <br /> At its last meeting the City Council directed staff to purchase a second unit after approving purchase of the first unit. <br /> This mobile crime prevention surveillance trailer is an overt piece of equipment that allows law enforcement significant flexibility <br /> in safety/security operations,crime deterrence,and evidence collection. This equipment can serve as a visible deterrent to criminal <br /> activity, as those in the vicinity will know their actions are being monitored. A more detailed product description has been <br /> provided in the reference materials for a more expansive list and description of benefits. <br /> DPD has been testing this piece of equipment(Mobile Scout Trailer)for the past couple of months. It has been utilized in a high <br /> visibility location where crowds were known to gather. Since the testing of this equipment,there have been no further issues with <br /> crowds at this location. <br /> This equipment can also be used during large public gatherings, such as festivals and community events,to assist law enforcement <br /> in their ability to manage overall event safety and security. <br /> This equipment will be purchased using the Community Violence Prevention Grant(Turner Grant),as it has been approved as an <br /> allowable expense,and there are additional fund available through this grant.Any funds needed for this purchase that cannot be <br /> covered by the grant will be funded through other special law enforcement funds. <br /> It should be noted that the cost for this unit includes a$2500 discount due to the purchase of multiple units. <br /> PRIOR COUNCIL ACTION: The first unit was authorized under resolution R2023-213. <br /> POTENTIAL OBJECTIONS: None,as the Council recommended the purchase of the second unit. <br /> STAFF REFERENCE: Shane Brandel,Chief of Police,sbrandel@decaturil.gov,217-424-2745. <br /> ATTACHMENTS: <br /> Description Type <br /> Resolution Letter Resolution Letter <br /> Quote Backup Material <br /> Product Description Backup Material <br />
