Police Department
DATE: 10/27/2023
MEMO: 23-65
TO: Mayor Julie Moore Wolfe
City Council Members
FROM: Scot Wrighton,City Manager
Shane Brandel,Chief of Police
SUBJECT: Lease Agreement Extension with Flock Safety
SUMMARY RECOMMENDATION: It is the recommendation of staff that the resolution be approved.
BACKGROUND:
In 2021,the Council approved the lease of 60 License Plate Readers(LPRs)from Flock Safety. In 2022,the Council an additional
40 LPRs on the lease. The original lease was through 2023-2024,and would/could renew year to year afterwards. One
neighborhood organization funded another Flock camera. There are 101 Flock cameras deployed on the streets of Decatur.
In conversations with Flock Safety regarding extending the lease,Flock Safety offered to fix the price of the lease of the cameras if
we entered into a 5-year lease agreement. In the alternative, there would be a 5%increase on the price of the lease each year.
Thus,by entering into a 5-year lease, the City locks in the price of the LPRs at$2500 per camera, per year through 2028 ($250,000
total per year). This amounts to a savings of roughly$65,000 when the credit for 2024 is factored.
It should be noted that although the resolution authorizes a payment of up to$250,000 for 2024,the actual amount will be less.
This is because the payment made in July 2023 runs from July 2023 through July 2024. Thus there will be a credit applied to the
2024 bill, but that amount is yet to be determined, and will be based on the effective date of the extension(which will be in
January 2024).The Flock contract is funded by ARP money through 2025; so for the last three years of the agreement, the city will
have to identify alternative funding to support camera leases and deployment.
Flock Safety LPRs have been highly valuable in efforts to address crime in Decatur. The technology has assisted in solving crimes
ranging from Theft to Homicide. The Flock Safety platform is expanding and has the potential to offer additional technology in
the future. Continuing to partner with Flock Safety is highly recommended by staff.
PRIOR COUNCIL ACTION:
R2021-40
R2022-26
STAFF REFERENCE: Shane Brandel, Chief of Police,217-424-2745,sbrandel@decaturil.gov
ATTACHMENTS:
Description Type
Resolution Letter Resolution Letter
11dated Payment Schedule Backup Material
Qjjginal Flock Lease Agreement Backup Material
