Effective May 1, 2022, and continuing annually on May <br /> thereafter, Stormwater Charges for Base Fees and Usage Fees contained in <br /> this Chapter will increase by 2.5 percent or by the annual percentage <br /> change of the U.S. Department of Labor Midwest Urban Consumer Price <br /> Index for each corresponding January 1 to December 31 of the preceding <br /> year, whichever is greater. The City Council must authorize any annual <br /> increase that is 5.0 percent or higher. <br /> 6. Qualified credits shall reduce the amount of ERUs chargeable to a <br /> parcel according to the provisions in the following section and the Storm <br /> Water Credit Regulations. <br />
