4. Any liquor license holder who also wishes to offer video gaming must, from and after
July 1, 2024, obtain a "V" license in addition to their regular liquor license. These new
"V" licenses will only cost$100, but the total number of"V" licenses will be capped at
the number lawfully existing at the time the council adopts these proposed revisions
(Sections 4 and 7).
5. An existing liquor license holder must be in business for at least one year before
requesting a "V" license to host video gaming.Any establishment holding a "V" license
must obtain at least forty percent(40%)of their total business revenues from non-
gaming sources. This threshold requirement will not apply to clubs (Class"C')or to
parlors(Class"P").This threshold requirement does not replace, and is in addition to,
the requirement that Class "G"and Class"I" restaurants must demonstrate that 50%or
more of their revenues come from retail food and beverage sales other than alcohol
(Section 4).
6. Construction of new exterior wall retail sales windows from which alcoholic beverages
are directly sold and dispensed to motorists are prohibited prospectively(Section 5).
7. Although the provisions of the amended ordinance would go into effect immediately
upon passage, new fees and new revenue threshold requirements will not become
effective until July 1, 2024(Section 7).To give license holders additional time to comply
with the new threshold rules, the city could also postpone auditing until January 1,
2025.
9. In addition to non-profit entities,for-profit caterers with a liquor license and a caterer's
license will be allowed to sell food and alcoholic beverages at off-site locations like
event venues (Section 8).
10. New language to enforce and clarify the ordinance's category caps has been added to
Sections 10 and 11.
11. Liquor establishments with video gaming(excluding parlors)cannot remain open solely
for the purpose of hosting video gaming;they must offer all services envisioned by their
liquor license when they are open (Section 17).
The City Council also discussed this item on October 16,at which time a majority of the council
seemed to favor allowing Class"A"license holders who are currently deriving more than 60%of
total business revenues from video gaming to choose to convert their licenses to parlor class,or
