4.The proposed ordinance includes new language empowering the city to change boundaries and reassign entire neighborhoods to
a different hauler if there is a pattern of poor service.
5. If customers are assessed an extra fee for'overages" (extra garbage left out in addition to what fits in the carts,or excessive
bulky waste)then the hauler must have photographic evidence of the overage.
6. Customers can request a cessation in billing when they are absent for several months without a penalty.
This ordinance defers any action on providing additional special household hazardous waste services, any consideration of the city
taking over responsibility for billing, and some other issues. But once these revisions are in place,it will make it easier for the city
to isolate portions of the city for competitive bidding to determine assigned haulers. When it happens, this will be an additional
step to make sure customers pay competitive rates for garbage and recycling services.
The base rate is proposed to increase by 4%each year after 2024.
PRIOR COUNCIL ACTION: On November 2,2023,and in accordance with city ordinance requirements, the city conducted a
hearing on the proposed rate changes. An independent hearing examiner facilitated this hearing. He approved the proposed rates,
although the council is not bound by his finding.
POTENTIAL OBJECTIONS: Customers who have not experienced good service, especially during the pandemic, will likely
object to the changes,as will customers who currently have alley service. But the rates proposed are less than the amounts
requested by the haulers. We have determined that haulers have experienced large cost increases since 2021,and they are in excess
of the CPI.
ATTACHMENTS:
Description Type
Ordinance Amending Chapter 56 Refuse and Ordinance
Recycleables Removal
