18. SERVICE REQUIRED. ... <br /> 19. COMMERCIAL PREMISES. Basic removal service shall be provided, either by <br /> the owner or occupant thereof, or by a licensee hereunder, at all commercial premises in <br /> the City where refuse is produced. <br /> 20. VEHICLES.... <br /> 21. REMOVAL.... <br /> 22. APPLICATION.... <br /> 23. LICENSE FEE. <br /> All applications for licenses or renewals thereof shall be accompanied by an <br /> annual fee of Six Hundred Dollars ($600.00) plus Two Hundred Dollars ($200.00) for <br /> each vehicle to be operated during the license year or for any portion of a license year. <br /> Trucks taken out of service and/or replaced during the course of the year must be <br /> reported to the City and an additional Two Hundred Dollar ($200.00) fee paid for new <br /> trucks put into service. The license year shall commence January 1, and end the following <br /> December 31. <br /> 24. RESIDENTIAL AREAS. The residential areas described in applications for <br /> licenses hereunder shall be those respective areas established and existing on January 1, <br /> 2023, as shown by the descriptions attached to the license applications on file with the <br /> Finance Department on that date. No residential area, or part of an area, shall be changed, <br /> or changed from one license to another except upon notice to each licensee and the <br /> occupant of each residence that would be affected by any proposed change and after a <br /> hearing before the City Manager in the time and manner provided for hearings other than <br /> to establish rates, and as provided by this Chapter. <br /> 25. LICENSED AREAS. No residential area shall be included in the boundaries of <br /> more than one license. Boundaries of licensed areas may be changed by the City as <br /> provided in this Chapter. <br /> 26. PUBLIC HEARING.... <br /> 27. REPORT OF HEARING. Such hearing officer may consider that which is <br /> submitted concerning any item contained within such application; the experience and <br /> responsibility of the applicant; the effect the proposed service may have on the general <br /> health, safety and welfare of the community; and such other matters as may to such <br /> officer appear to be germane, and such officer shall file with the Finance Department a <br /> report in writing of findings and conclusions with regard thereto, which said report shall <br /> specifically, in addition to whatever else may be reported, state findings as to: <br /> (a) Whether or not the public is at the time reasonably and adequately served. <br /> (b) Whether or not convenience and necessity requires the proposed service. <br />
