Police Department <br /> DATE: 11/9/2023 <br /> MEMO: 23-69 <br /> TO: Mayor Julie Moore Wolfe <br /> City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Shane Brandel,Chief of Police <br /> SUBJECT: Approval of 2024 CIRDC User Fees <br /> SUMMARY RECOMMENDATION: It is the recommendation of staff that the resolution be approved. <br /> BACKGROUND: <br /> On June 5,2017,under Resolution 2017-76,the City Council approved the City of Decatur entering into an Intergovernmental <br /> Agreement with the Central Illinois Regional Dispatch Center(CIRDC)to begin providing dispatching services to the City of <br /> Decatur Police and Fire Departments on January 1,2018. <br /> The CIRDC fee for 2024 decreased from 2023 by$20,838.10. The fees are calculated by a fixed percentage of the CIRDC overall <br /> budget being applied to each user agency. The fixed percentage is based on historical calls for service data. This type of billing <br /> structure provides each agency with more stable billing projections. The Decatur Police Department and the Decatur Fire <br /> Department are the largest police and fire agencies served by the CIRDC,thus our share is larger than other users. The breakdown <br /> of the 2024 invoice for user fees for the City of Decatur are as follows: <br /> Decatur Police Department $1,716,054.01 <br /> Decatur Fire Department $327,888.39 <br /> The user fees are billed annually but paid quarterly to the CIRDC.
