STAFF REPORT
To: Mayor Julie Moore Wolfe
City Council Members
From: City Manager Scot Wrighton
Chief Shane Brandel
Subject: Council Resolution Purchase of a Mobile Overtime System Genetec Z3
BRIEFING ITEM
RECOMMENDED ACTION:
Approve by resolution the funding of a new Mobile Overtime System Genetec Z3 for the
Decatur parking enforcement unit.
BACKGROUND:
The Decatur Police Department deploys two parking enforcement officers to manage parking
concerns throughout the city. Downtown parking enforcement relies heavily on the use of a
mobile overtime system that utilizes LPR(license plate recognition) technology, GPS mapping,
and cameras mounted to the parking enforcement vehicle. This system is used to enforce parking
spaces with time limits downtown. The current system is dated, more than 10 years old, even
more concerning the system is no longer supported by the manufacturer.Any future repairs to
hardware or future updates of software are no longer available. Thus, the need to upgrade and
update our mobile overtime system is required to take advantage of new technology with better
equipment that is supported by the manufacturer.
Enforcing downtown parking violations ensures there is not an abuse of the use of timed spaces
allowing everyone the opportunity to enjoy all that Downtown offers visitors to our city and the
citizens of Decatur. Enforcement that takes place downtown allows for a better flow of parking
and lessens those inclined to use the time limit parking spaces for long term parking. This allows
those citizens who would like to enjoy doing business downtown, eating, and shopping, the
opportunity to find a parking space.
The new system for the mobile overtime is a newer version of what parking enforcement
currently has and will in fact communicate with the old system for as long as the current system
remains functioning. The new system is a Genetec Z3 which again uses cameras, LPR, and GPS
mapping to capture data to enforce time limit violations.
The system has a recuring cost for the annual subscription of$5,718. This includes data storage
and connectivity. Materials for hardware and a 5-year extended warranty costs $38,871.14.
Installation services for the product is $6,920.00. The total cost of the project is $51,509.14.
The funding will come from the 2024 DPD general fund.
