PRIOR COUNCIL ACTION: On February 24,2020,the City Council authorized a Professional Engineering Services Agreement with Northwater Consulting (Northwater)for Lake Decatur Watershed Management Plan,Phase 1 for a cost not to exceed$190,442.98. On October 5,2020,the City Council authorized Amendment No. 1 for Professional Engineering Services Agreement with Northwater Consulting for Lake Decatur Watershed Management Plan,Phase 2 for a cost not to exceed$299,463.22. On May 10,2021,the City Council received a presentation on the Lake Decatur Watershed Management Plan&Initiative Long- Term Strategy. On November 1,2021,the City Council authorized Amendment No.2 for Professional Engineering Services Agreement with Northwater Consulting for Lake Decatur Watershed Management Plan,Phase 3 for a cost not to exceed$465,183.47. On November 1,2022,the City Council authorized Amendment No. 3 for Professional Engineering Services Agreement with Northwater Consulting for Phase 4 of the Lake Decatur Watershed Management Plan for a cost not to exceed$880,585.76. COUNCIL PRIORITY GOALS: This project addresses City Council's Priority Goal#6,Key Implementation Strategy#3: Implement recommendations of a Lake Management Plan so that the quantity of sediment, silt and nitrates entering Lake Decatur is significantly reduced,and adopt other strategies designed to assure good water quality and proper watershed stewardship for the future. RECOMMENDED NEXT STEP-WATERSHED MANAGEMENT PLAN PHASE 5: Due to Northwater's high quality work on Phases 1 through 4 of the Plan,and their ability to maximize the amount of grant funding for the City,it is recommended that Northwater be authorized to proceed with the Phase 5 tasks identified below. https://decatur.novusagenda.com/agendaweb/CoverSheet.aspx?ItemID=4638 1/3
