Police Department <br /> DATE: 11/10/2023 <br /> MEMO: 23-70 <br /> TO: Mayor Julie Moore Wolfe <br /> City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Shane Brandel,Chief of Police <br /> SUBJECT: Purchase of GrayKey License Renewal <br /> SUMMARY RECOMMENDATION: It is the recommendation of staff that the resolution be approved. <br /> BACKGROUND: <br /> Today,virtually every criminal investigation involves digital evidence,which is why the Decatur Police Department has personnel <br /> extensively trained in the extraction and analysis of digital data. The Decatur Police Department has utilized Grayshift LLC's <br /> GrayKey since 2018. Grayshift LLC developed GrayKey which is a state-of-the-art mobile digital forensic access tool that <br /> extracts encrypted or inaccessible data from mobile devices. <br /> In the field of digital forensics,mobile devices often contain critical information. Accessing data from various devices is crucial in <br /> criminal investigations. GrayKey provides the most comprehensive iOS and modern Android device support allowing the full <br /> content to be extracted. GrayKey also integrates easily with other forensic analysis products utilized by the Department. By doing <br /> this,GrayKey allows the Decatur Police Department to obtain a more complete and detailed data extraction giving our Criminal <br /> Investigations Division access to critical evidence. <br /> The Decatur Police Department's annual renewal license is for the Premier version of GrayKey which provides two(2)devices <br /> under one license and unlimited iOS and Android extractions. <br /> GrayKey is necessary to resolve critical investigations quickly and enhance public safety in Decatur. <br /> The annual renewal license,purchased through Magnet Forensics,for GrayKey-Premier Unlimited iOS and Android extractions <br /> with two(2)devices, is$50,595. This expense is budgeted in the 2024 ARP line for public safety.
