James, City Treasurer&Chief Financial Officer <br /> SUBJECT: Budget Reconciliation Ordinance Appropriating Additional Monies for the Purpose <br /> of Defraying the Expenses for Certain Funds of the City of Decatur, Illinois for the <br /> Fiscal Year Ending December 31, 2023 <br /> SUMMARY RECOMMENDATION: <br /> City Administration recommends City Council approval of the attached Ordinance. <br /> BACKGROUND: <br /> City Council adopted the Fiscal Year 2023 Budget and Appropriation Ordinance for the purpose of <br /> defraying the expenses of certain departments and funds of the City of Decatur for the fiscal year <br /> beginning January 1, 2023 and ending December 31, 2023. <br /> It is now necessary to reconcile the budget and appropriate additional funds for operational <br /> expenditures for the City to effect provision of services to its citizens which were not anticipated at <br /> the time of adoption nor in previous amendments. <br /> • The Human Resources division(039)in the General Fund; increase by$25,000 the training <br /> line in this division for unbudgeted management training for senior staff. <br /> • The Communications & Data division (018) in the General Fund; appropriate $90,000 in <br /> additional expense as this division for unanticipated GIS related professional services. <br /> • The Fire Department (070) in the General Fund; appropriate $750,000 in additional <br /> personnel related expenses due to three years of back pay from an unresolved contract. <br /> • The Traffic & Parking division (086) in the General Fund; appropriate $400,000 for an <br /> unusually high number of large traffic accidents this year that required a much higher than <br /> usual amount of repairs. <br /> • Wabash Crossing TIF Fund (21) appropriate $500,000 due to the payouts to other tax <br /> jurisdiction now that the property tax assessments appeal has been settled. <br /> • Eastgate TIF Fund (23) appropriate $10,000 due to a larger than budgeted payments to <br /> the developer. <br /> Page 1 of 2 <br />
