bond furnished pursuant to the requirements of the provision of an ordinance other than this <br /> Code, or the permit or permits are for the construction of a single or two family dwelling being <br /> built separately and not as a part of the development of a group of such dwellings. <br /> (Amended, Ordinance No. 2010-03, February 1, 20 10) <br /> (Amended, Ordinance No. 2000-63, July 17, 2000) <br /> 12. BOND RULES AND REGULATIONS. The City Manager is hereby authorized to <br /> promulgate and enforce by administrative order rules and regulations for the administration of <br /> the provisions of Section 12 of this Chapter, which rules shall include provisions by which it <br /> may be determined when such bonds shall or shall not be required considering the cost, type and <br /> extent of improvements to be required, the cost, type and character of the development or <br /> improvements for which the permit, or permits, may be requested, and such other reasonable <br /> objective considerations as may be necessary or desirable to administer said provisions to carry <br /> out the intention and purpose of the same. Any person affected by the application and <br /> enforcement of such rules may request review by the Council by, within ten days from the date <br /> of any decision thereunder, filing such request in writing with the City Clerk specifying the <br /> decision sought to be reviewed. <br /> 13. SIGNS. Billboards, sign boards and electrical signs shall be subject to provisions of <br /> the Zoning Ordinance of the City. The owner or person in control of a display sign suspended <br /> over a street or extending into a street more than fifteen (15) inches beyond the building line, <br /> shall file with the City a public liability insurance policy with the City as the named insured, <br /> indemnifying the City against loss or damage to person or property in the minimum amount <br /> of One Million Dollars ($1,000,000) per occurrence, combined single limit, and Two Million <br /> Dollars ($2,000,000) aggregate, with a provision that the same may not be canceled except after <br /> thirty(30) days prior notice to the City. (Amended, Ordinance No. 96-48, July 15, 1996). <br />
