STAFF REPORT <br /> Decatur City Plan Commission <br /> Hearing Date January 11, 2024 <br /> Case No. 24-01 <br /> Property Location Adjacent and just west of 1001 Brush College Road <br /> Request Rezoning from R-1 Single Family Residence District to M-1 Intense <br /> Commercial—Light Industrial District <br /> Petitioner Archer-Daniels-Midland Company <br /> Representative Bruce Nielsen <br /> BACKGROUND <br /> The subject site located adjacent and just west of ADM's Science & Technology Center at 1001 <br /> Brush College Road is currently zoned R-1 Single Family Residence. The site has been used for <br /> crop farming. The Science & Technology Center is currently zoned M-1 Light Industrial District <br /> and ADM is requesting for both parcels to be zoned M-1. <br /> Surrounding Land Use and Zoning <br /> Direction Existing Land Use Zoning Comprehensive Plan <br /> Subject Property Industrial R-1 Employment <br /> North Industrial,Railroad M-2 Transportation/Utility <br /> South Single-Family Residence R-3 Residential-Low Density <br /> East Industrial,ADM M-1 Employment <br /> West Industrial,Railroad R-1 Transportation/Utility <br /> PROJECT DESCRIPTION <br /> The petitioner proposes to rezone the site (38 acres) from R-1 Single Family Residence District <br /> to M-1 Intense Commercial—Light Industrial District to create a uniform zoning for parcels they <br /> own north of Condit Street. ADM is considering adding a ground mounted solar array on the site. <br /> STAFF ANALYSIS <br /> The surrounding zoning districts include M-2 Heavy Industrial District to the north, R-1 Single <br /> Family Residence District to the west, R-3 Single Family Residence District to the south and M- <br /> 1 Intense Commercial — Light Industrial District to the east. The Macon County and Decatur <br /> Comprehensive Plan shows this area as Employment, Transportation/Utility and Residential-Low <br /> Density Commercial. The proposed M-1 zoning would be compatible and consistent with the <br /> surrounding zoning and uses. Also, rezoning the "R-1" District portion of the site to "M-1" <br /> District would bring uniformity in zoning for the entire ADM owned site, i.e. M-1 District. As a <br /> result, this would allow zoning conformance to the existing industrial use and any of its future <br /> uses. <br /> The subject site is located within an industrial area and rezoning to M-1 Intense Commercial — <br /> Light Industrial District should have no adverse effect on the general area or the City as a whole. <br />
