in <br /> Public Works <br /> DATE: 1/29/2024 <br /> MEMO: 2024-13 <br /> TO: Honorable Mayor Julie Moore-Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Matthew Newell,P.E.,Public Works Director <br /> SUBJECT: Resolution Authorizing a Professional Services Agreement with Lisa Bonnett <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolution authorizing the Mayor to sign and the City Clerk to attest <br /> to a professional services agreement between the City of Decatur and Lisa Bonnett to provide intergovernmental relations <br /> assistance,regulatory consulting,locating funding for water projects,helping to complete applications for water resource funding, <br /> and other actions in accordance with the attached scope of services. <br /> BACKGROUND: <br /> This year the City will have a larger presence in the Lake Decatur watershed. State and Federal funding is vital to our efforts. <br /> Access to these funds is very competitive and requires that the City develop and maintain contacts with State and Federal agencies <br /> dealing with water resources. <br /> Lisa Bonnett was retained by the City in 2022 to assist with making State and Federal contacts and assisting with grant <br /> preparation. The City was successful in receiving a nearly$10 million Regional Conservation Partnership Program(RCPP)grant <br /> with the assistance of Northwater Consulting and Ms. Bonnett. Other grants are being prepared in an ongoing manner. City staff <br /> often does not have the time or expertise to prepare these grants or make the necessary intergovernmental contacts. <br /> Ms.Bonnett's resume and scope of services is attached. <br /> SCHEDULE: <br /> The proposed agreement is for one year,from February 15,2024,to February 14,2025. <br /> PRIOR COUNCIL ACTION: <br /> February 6,2023—The City Council authorized Resolution No. R2023-22 for an agreement with Lisa Bonnett to provide <br /> consulting services for water projects and funding. <br /> POTENTIAL OBJECTIONS: There are no known objections to this resolution. <br /> INPUT FROM OTHER SOURCES: Lisa Bonnett <br /> STAFF REFERENCE: Scott Wrighton,City Manager and Matt Newell,Public Works Director. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: The proposed agreement is for$36,000 which will be paid from the Water Fund. This amount is unchanged from <br /> the previous period. <br /> Staffing Impact: Staff time has been allocated for this. <br />
