ORDINANCE NO. 2024— 5 L <br /> AND ORDINANCE AMENDING THE 2023 BUDGET RECONCILIATION <br /> ORDINANCE OF THE CITY OF DECATUR, ILLINOIS AND <br /> CLOSING FUND 99 <br /> WHEREAS,on December 5,2022,City Council adopted the Fiscal Year 2023 Budget and <br /> Appropriation Ordinance for the purpose of defraying the expenses of several departments and <br /> funds of the City of Decatur for the fiscal year beginning January 1, 2023 and ending December <br /> 31, 2023; and, <br /> WHEREAS, on June 20, 2023 the City Council amended the Fiscal Year 2023 Budget for <br /> the fiscal year that ended December 31, 2023. <br /> WHEREAS, on December 18, 2023 the City Council adopted a budget reconciliation <br /> ordinance further amending the Fiscal Year 2023 Budget; and, <br /> WHEREAS, on February 5, 2024 the City Council adopted a final budget reconciliation <br /> ordinance for the Fiscal Year 2023 Budget to close-out and finalize the reconciliation of the fiscal <br /> year that ended December 31, 2023. <br /> WHEREAS, it is now necessary to further amend the 2023 budget to allocate revenue <br /> replacement funds back to the original purposes designated by the City Council. These funds are <br /> unrestricted in purpose and reside in the general fund. The grant purposes have been fulfilled for <br /> revenue replacement and now the funds will be spent as designated by the Council. Some expenses <br /> were already spent out of the general fund and other expenses are being spent in other funds; <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br /> DECATUR,ILLINOIS,AS FOLLOWS: <br /> SECTION 1. The following amounts are hereby appropriated for the Fiscal Year ending <br /> December 31, 2023, and set apart within the following designated funds for expenditures, and the <br /> December 2023 Budget Reconciliation Ordinance is accordingly amended as follows: <br /> Fund $Amount <br /> General Fund(Fund 10)—revenue replacement(grant) (8,502,399) <br /> Building Fund(Fund 34) - 2nd floor renovation 646,114 <br /> Local MFT (Fund 42)—revenue replacement 639,638 <br /> State MFT (Fund 46)—revenue replacement 188,458 <br /> Community Revitalization(Fund 84)—demolitions, 3,207,712 <br /> Housing assistance, Rehab <br /> ARP (Fund 99)—Public Safety, Library, Fire Station 2,228,391 <br /> Water Capital(Fund 81)—Claricone Project 888,371 <br /> Fiber(Fund 77)—Fiber network expansion 703,715 <br /> Total 0 <br /> SECTION 2.
