In <br /> Information Technology <br /> DATE: 4/15/2024 <br /> MEMO: 2024-02 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: James Edwards,IT Director <br /> SUBJECT: Resolution Authorizing Approval to Renew Annual License and Support Agreement from Tyler Technologies,Inc. for <br /> the MUNIS Enterprise Financial Software Suite. <br /> SUMMARY RECOMMENDATION: City staff recommends that City Council approve the attached resolution authorizing the <br /> City Manager to renew the annual Support and License Agreement with Tyler Technologies,Inc.MUNIS Division for software <br /> license and maintenance services for the period May 1,2024,to April 30,2025. <br /> BACKGROUND: <br /> This is the annual licensing and support agreement between the City of Decatur and Tyler Technologies,Inc.,MUNIS Division,for <br /> licensed use of the integrated software system that supports financial accounting,purchasing,payroll,budget preparation, <br /> inventory control,fixed assets,business licensing,general billing,accounts payable,human capital,and other <br /> transactions/functions,including reporting. The attached renewal quote extends the City's software license and maintenance <br /> agreement for an additional year. The agreement further grants the City rights to receive application updates,upgrades,and <br /> technical and operational support. <br /> Information Technology continues to work with Tyler Technologies to reduce escalation of our annual license and maintenance <br /> costs for MUNIS. This year's renewal($218,646.57)represents an increase of nearly 5%over last year's cost which increased <br /> 6.35%. Just as I did last year,putting this cost into perspective,other electronic resource planning(ERP)systems maintenance <br /> costs I have managed for other organizations nearly ten years ago were proportionately higher for comparable software. For <br /> example,annual licensing and maintenance at a hospital I previously worked for was just under$500,000 and was right around <br /> $350,00 for a smaller hospital I also worked with. I am sure costs have increased over the years similar to what we are seeing <br /> with our costs and therefore don't believe our cost for this maintenance and licensing through Tyler is out of line. <br /> PRIOR COUNCIL ACTION: <br /> City has maintained an Annual Support and License Agreement with Tyler for the MUNIS ERP system since the system was <br /> originally purchased in 2003 and is necessary for daily operation of City business going forward. <br /> POTENTIAL OBJECTIONS: None Anticipoated <br /> INPUT FROM OTHER SOURCES: None <br /> BUDGET/TIME IMPLICATIONS: James Edwards,IT Director,(217)450-2236 <br /> ATTACHMENTS: <br /> Description Type <br /> Resolution Resolution Letter <br /> Vendor Invoice Backup Material <br />
