Central TIF Redevelopment Plan and Project Area Decatur, Illinois <br /> SECTION III - REDEVELOPMENT PLAN AND PROJECT <br /> Section III and Section IV constitute the Redevelopment Plan and Project for the Central <br /> TIF Redevelopment Project Area. <br /> General Land Uses to Apply <br /> The general land uses to apply for the Area are shown in Exhibit H: General Land Use <br /> Plan. <br /> Objectives <br /> The general objectives of this Plan are as follow: <br /> 1. To alleviate blight, ensure safe conditions, and enhance the efficiency of the infrastruc- <br /> ture networks.This infrastructure could include,but is not limited to,utilities,sidewalks, <br /> streets,and streetlights. <br /> 2. Enhance the tax base for the City and all other taxing bodies. <br /> 3. Encourage and assist private investment and redevelopment within the Area through the <br /> provision of financial assistance as permitted by the Act. <br /> 4. Complete all public and private actions required in this Plan in an expeditious manner. <br /> 5. Maintain transparency and accountability with residents and taxing bodies by reporting <br /> annually on Area projects to the State of Illinois and the J oint Review Board. <br /> 6. Enter into agreements with private parties and public agencies that protect the long-term <br /> financial health and wellbeing of the City. <br /> The following include some of the City's more specific objectives,initiatives,and goals for <br /> this TIF Plan and Project: <br /> 1. Community Revitalization: <br /> a. Consider creative placemaking opportunities in public spaces,including common <br /> areas,parks and greenspace,and key community gathering locations throughout <br /> the TIF District. <br /> b. Incorporate more greenspaces and parks to improve the quality of life of resi- <br /> dents within the TIF and City as a whole. <br /> c. Revitalize existing open spaces and locations where the community naturally <br /> gathers. <br /> 19 <br />
