That territory provided on the plat attached hereto as Exhibit B, and made <br /> a part hereof, detailing parts of public highways adjacent to corporate limits and not <br /> heretofore annexed, be, and the same is hereby, annexed to and are incorporated into the <br /> limits of the City of Decatur, Illinois, a municipal corporation. <br /> Section 2.
