The City is required to adopt a resolution specifying the allocation of State
MFT funds to their intended projects. IDOT must receive an MFT appropriation before they will approve the expenditure of State
MFT money.
On June 28,2019, Governor Pritzker signed the REBUILD ILLINOIS Capital Plan to fund transportation projects and
improvements.Funds from this plan have been allocated to local agencies and are administered by the Illinois Department of
Transportation(IDOT).The City is to receive 6 tranches of$836,123.22 each over a three year period which began in 2020. In all,
the City should receive$5,016,739.32 in Rebuild Illinois Bond Funds to use on bondable transportation related projects in the
City. All projects need to be authorized by July 1,2025.
The City typically inspects half of the City streets each year and uses the results of those inspections to develop a 5-year plan of
proposed pavement projects. The proposed 5-year plan map is attached to this memo. In 2023 we transitioned to a new annual
inspection method, utilizing a cost benefit approach to mold our 5-year plan.
2024 Street Restoration Project,CP 2024-08
The first resolution appropriates$2,000,000 in State MFT funds for asphalt street work for the proposed 2024 Street Restoration
project,City Project 2024-08. The Street Restoration project is part of the annual maintenance program that generally consists of
milling off a portion of an existing asphalt street surface and placing new asphalt that restores the integrity of the street surface.
The 2024-08 project will perform mill and overlay work on multiple streets and a full reconstruction of W.Macon St. In addition,
pavement patching will be performed on N. Monroe St.
The proposed street list for asphalt rehabilitation is as follows(see attached location maps):
Street From T Length Length Average Functional Designed
(FT) (Lane Daily Classification Treatment
Miles)
https://decatur.novusagenda.com/agendaweb/CoverSheet.aspx?ItemID=5041 1/3
