TRANSPORTATION SERVICES DEPARTMENT <br /> No. <br /> July 1St, 2024 <br /> TO: Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Tim Gleason, City Manager <br /> Jon Kindseth, Deputy City Manager <br /> Lacie Elzy, Transportation Services Director <br /> SUBJECT: Resolution Authorizing Execution and Agreement of State FY2025 Transit <br /> Downstate Operating Grant Agreement with Illinois Department of Transportation. <br /> SUMMARY RECOMMENDATION: It is recommended that this item be approved. <br /> BACKGROUND: The City of Decatur applies to the Illinois Department of <br /> Transportation each year for a Transit Operating Assistance Agreement to assist with <br /> funding the operations of transportation. The Transit Operating Assistance Agreement <br /> provides 65%reimbursement to the City of Decatur for operational expenses. The <br /> agreement amount to the City of Decatur is up to $13,379,000.00 with the City of <br /> Decatur responsible for providing 35%matching funds. Currently,the City of Decatur <br /> utilizes the 5307 Federal Transportation Administration(FTA) funds as 35%match for <br /> transit operations. <br /> Historically,the City has been awarded around$1.2million in 5307 FTA funds. However, <br /> with strategic increases in services like Sundays, Community Events, and other such key <br /> factors, the FTA has awarded the City$3.lmillion in 5307 FTA funds in addition to a <br /> $2.5million Congressional Earmark for our Microtransit program. The Earmark and the <br /> 5307 will be used as match for the DOAP funds, allowing us to leverage a historic <br /> amount of operating assistance. <br /> SCHEDULE: The State FY2025 DOAP Budget and Agreement will be effective <br /> through June 30, 2025. <br /> POTENTIAL OBJECTIONS: Staff is not aware of objections. <br /> STAFF REFERENCE: Should the City Council have any questions; they may contact <br /> Lacie Elzy at 217-542-3559 or lelzy_(&,,decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: Authorizes the execution and agreement of State <br /> FY2025 Transit Downstate Operating Grant Agreement with IDOT. <br />
