STAFF REPORT <br /> Decatur City Plan Commission <br /> Hearing Date June 6, 2024 <br /> Case No. 24-13 <br /> Property Location East Sangamon Street and a portion of North Morgan Street Right-of <br /> Way <br /> Request Vacation of the 600 and 700 Blocks of East Sangamon Street and a <br /> portion of the 700 and 800 Blocks of North Morgan Street Right-of- <br /> Way <br /> Petitioner TCCA- Tillamook <br /> Representative Michael Bever <br /> BACKGROUND <br /> The petitioner is requesting vacation of the 600 and 700 Blocks of East Sangamon Street and a <br /> portion of the 700 and 800 Blocks of North Morgan Street. The vacation would enable TCCA - <br /> Tillamook to fence their entire campus and gate off the Street ROWS and utilize the area as part of <br /> their property. <br /> Surrounding Land Use and Zoning <br /> Direction Existing Land Use Zoning Comprehensive Plan <br /> Subject Property Street Right-of-Way M-1,M-2 Employment <br /> North Industrial M-1 Employment <br /> South Industrial M-1,M-2 Employment <br /> East Industrial,Railroad M-1,M-2 Employment <br /> West Commercial Crossing Healthcare PD Mixed-Use Commercial/Residential <br /> STAFF ANALYSIS <br /> The subject street right-of-way has a width of 80-feet and has a length of approximately 1,068.5- <br /> feet, with a total of 85,480-square feet. The petitioner owns the property on the north and south <br /> (up to North Morgan Street) sides of the street to be vacated. <br /> The City is supportive of this vacation because it will facilitate economic development and a <br /> controlled campus for TCCA - Tillamook. This vacation was contemplated in the previously <br /> approved RDA with TCCA. TCCA would like to fence around their entire campus to control <br /> access to their property and their current ice cream plant. TCCA has already acquired 7 parcels of <br /> property in this area and could acquire more in the future. They are currently remodeling the <br /> former Prairie Farms ice cream plant and hope to be in production before year end. <br /> The subject right-of-way is no longer necessary to serve the general public. The best interests of <br /> the City of Decatur would be served by approving the proposed right-of-way vacation to allow for <br /> the TCCA - Tillamook project to be properly secured. All properties in the area will continue to <br /> have access to a ROW. Only one property owner will have to move their access to a new ROW. <br />
