ECONOMIC AND COMMUNITY DEVELOPMENT MEMORANDUM
No. 24-13
June 13, 2024
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Tim Gleason, City Manager
Cordaryl "Pat"Patrick, Director of Economic & Community Development
SUBJECT: Ordinance Rezoning Property from R-3 Single Family Residence and B-2
Commercial District to M-1 Intense Commercial—Light Industrial District- 2225
East Locust Street to 2389 East Locust Street
SUMMARY RECOMMENDATION: Staff recommends approval of the ordinance for re-
zoning. The City's Future Land Use Map in the Comprehensive plan shows this this area as
Residential-Low Density, Institutional, and Heavy Commercial. The proposed M-1 zoning would
be compatible and consistent with the surrounding zoning and uses. The subject site is located
within a mixed-use area and re-zoning to M-1 Intense Commercial — Light Industrial District
should have no adverse effect on the general area or the City as a whole.
Site plans will need to be submitted to the City of Decatur for review and approval prior to
development. The plans shall include buffer yard landscape screening for any portion of the
property adjacent to residential zoning districts and/or residential uses.
The City Plan Commission voted 5-0 to recommend approval of the petition at the June 6, 2024
meeting. The minutes of the meeting are attached.
BACKGROUND: The subject site is currently fifteen (15) vacant undeveloped parcels on an
approximately 2.47-acre site. The subject site is currently zoned R-3 Single-Family Residence
District and B-2 Commercial District.
The petitioner is seeking to rezone these fifteen (15) lots to expand their parking lot. The new
parking lot area will be used for storage of empty containers and screened with a six-foot(6')high
fence or hedge to shield the neighboring residential uses.
All required buffer yard and landscaping will be provided as per the City of Decatur Zoning
Ordinance to screen from residential uses. Site lighting, if used, will also be in accordance with
the Zoning Ordinance.
For further details, please refer to the attached Plan Commission staff report.
POTENTIAL OBJECTION: There were no objectors present at the Plan Commission meeting.
INPUT FROM OTHER SOURCES: N/A
STAFF REFERENCE: Any additional questions may be forwarded to Cordaryl Patrick
(cpatrick(a,decaturil.gov).
BUDGET/TIME IMPLICATIONS: None.
