STAFF REPORT <br /> Decatur City Plan Commission <br /> Hearing Date June 6, 2024 <br /> Case No. 24-12 <br /> Property Location 2225 East Locust Street to 2389 East Locust Street <br /> Request Rezoning from R-3 Single Family Residence and B-2 Commercial <br /> District to M-1 Intense Commercial—Light Industrial District <br /> Petitioner Mervis Recycling <br /> Representative Chastain& Associates LLC <br /> BACKGROUND <br /> The subject site is currently fifteen (15) vacant undeveloped parcels on an approximately 2.47- <br /> acre site. The subject site is currently zoned R-3 Single-Family Residence District and B-2 <br /> Commercial District. <br /> Surrounding Land Use and Zoning <br /> Direction Existing Land Use Zoning Comprehensive Plan <br /> Subject Property Vacant R-3,B-2 Residential—Low Density,Institutional <br /> North Single-Family Residence, R-3,B-2 Residential—Low Density,Heavy <br /> Commercial Commercial <br /> South Industrial M-2 Residential—Low Density,Employment <br /> East Industrial M-1 Employment <br /> West Vacant,Industrial M-1 Heavy Commercial <br /> PROJECT DESCRIPTION <br /> The petitioner is seeking to rezone these fifteen (15) lots to expand their parking lot. The new <br /> parking lot area will be used for storage of empty containers and screened with a six-foot (6') <br /> high fence or hedge to shield the neighboring residential uses. <br /> All required buffer yard and landscaping will be provided as per the City of Decatur Zoning <br /> Ordinance to screen from residential uses. Site lighting, if used, will also be in accordance with <br /> the Zoning Ordinance. <br /> STAFF ANALYSIS <br /> The surrounding zoning districts include R-3 Single Family Residence District and B-2 <br /> Commercial District to the north, M-2 Heavy Industrial District to the south, and M-1 Intense <br /> Commercial — Light Industrial District to the east and west. The Macon County and Decatur <br /> Comprehensive Plan shows this area as Residential-Low Density, Institutional, and Heavy <br /> Commercial. The proposed M-1 zoning would be compatible and consistent with the <br /> surrounding zoning and uses. <br />
