STAFF REPORT <br /> Decatur City Plan Commission <br /> Hearing Date July 11, 2024 <br /> Case No. 24-15 <br /> Property Location 4148 East Faries Parkway <br /> Request Rezoning from R-1 Single Family Residence to M-2 Heavy Industrial <br /> District <br /> Petitioner Archer-Daniels-Midland Company <br /> Representative Jeff Deright <br /> BACKGROUND <br /> The subject site is currently an approximately 16.3-acre site with railroad spurs and rail car loading <br /> facility owned and operated by Archer-Daniels-Midland Company. The subject site is currently <br /> zoned R-1 Single-Family Residence District. <br /> Surrounding Land Use and Zoning <br /> Direction Existing Land Use Zoning Comprehensive Plan <br /> Subject Property Employment/ADM R-1 Employment <br /> North Employment/ADM M-2 Employment <br /> South Undeveloped R-1 Employment <br /> East Employment/ADM M-2 Employment <br /> West Employment M-2 Employment <br /> PROJECT DESCRIPTION <br /> The subject site was recently annexed into the City limits and the property was automatically zoned <br /> to R-1 Single Family Residential District in accordance with Section IV.C.3. of the City's Zoning <br /> Ordinance. ADM is requesting rezoning the site to M-2 Heavy Industrial District in harmony with <br /> how the site has and is currently being used. <br /> STAFF ANALYSIS <br /> The surrounding zoning districts include M-2 Heavy Industrial district to the north, west and east <br /> and undeveloped land zoned R-1 Single Family Residence District to the south.The Macon County <br /> and Decatur Comprehensive Plan shows this area as Employment. The proposed M-2 zoning <br /> would be compatible and consistent with the surrounding zoning and uses and has been for several <br /> years. <br /> STAFF RECOMMENDATION <br /> Staff recommends approval of the rezoning request. <br />
