Public Works
DATE: 8/23/2024
MEMO: 2024-119
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Tim Gleason,City Manager
Matt Newell,Public Works Director
Robert Weil,Water Production Manager
John Dodwell,Water Production Maintenance Manager
SUBJECT: Resolution Authorizing a Professional Services Agreement with Christy-Foltz,Inc.to Provide Engineering,Labor and
Material to Reinstall a Section of Fish Barrier on Lake Decatur Dam
SUMMARY RECOMMENDATION: It is recommended that the City Council approve a resolution authorizing a professional
services agreement with Christy-Foltz. in the amount of$26,580 to reinstall the fish barrier located at the south end of Lake
Decatur Dam.
BACKGROUND: In 2013,the design of the Lake Decatur dam was updated to include a barrier on top of the bascule gates to
prevent Asian Carp,an invasive fish species, from jumping over the dam during high water events. The design includes a fail-safe
system in which fiber pins will break under high-stress conditions. This protects the metal framework from bending.
The extreme cold during January 2024 caused heavy icing on the lake, which caused one of the fish barriers to break off and fall
into the zone just downstream of the lake,as designed.
Christy-Foltz is the best qualified firm to accomplish this task,as they have done it before. Several calls were made, but no other
firms were interested in the project.
Because the project involves no subcontracting, minimal materials, and little general labor, the contractor is unable to meet the
City's minority business enterprise(MBE)goals.
LEGAL REVIEW: The form of agreement, based on the approved template, was submitted for review by Corporation Counsel
on 8/23/24.
PRIOR COUNCIL ACTION: There has been no prior Council action on this item.
POTENTIAL OBJECTIONS: There are no known objections.
INPUT FROM OTHER SOURCES: None.
STAFF REFERENCE: Matt Newell,Public Works Director,Robert Weil,Water Production Manager,and John Dodwell,Water
Production Maintenance Supervisor. The memo was written by Robert Weil.Matt Newell will attend the City Council meeting to
answer any questions of the Council on this item.
BUDGET/TIME IMPLICATIONS:
Budget Impact:The repairs will be considered a lake-related capital project. There is a sufficient FY 2024 balance in the Water
Capital Fund.
Staff Impact: Current approved staffing levels should be sufficient to accomplish the project.
ATTACHMENTS:
Description Type
Resolution with Agreement Christy-Foltz,Inc.
