Public Works
DATE: 8/23/2024
MEMO: 2024-121
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Tim Gleason, City Manager
Matt Newell,P.E.,Public Works Director
SUBJECT: Resolution Approving a Water Service Agreement with the Village of Forsyth
SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached Resolution authorizing the
Mayor to sign, and the City Clerk to attest, a Water Services Agreement between the City of Decatur and the Village of Forsyth.
BACKGROUND:
A is common practice in the water utility industry to have mutually beneficial agreements between adjacent utilities to supp
,eater during emergencies or other unique situations. On October 31, 2021, Forsyth had a major problem that disrupted their wat
supply for 3 days. Over this time the City allowed them to connect to the City's water supply through a couple of adjacent fi
iydrants. Since then, we have periodically discussed putting into place a mutually beneficial water service agreement to provi(
)ackup for both communities.
the City has two water mains that extend across I-72, at Oakland and MacArthur extended, both of which are west of Rt. 51
"See the attached map). The portion of the City east of Rt. 51 is served from the west side by the Hickory Point Road water main
The single source of water adds an element of risk to the City water service in the area. Having an agreement with Forsyth w
educe that risk and provide a benefit to both communities.
rhe Forsyth Village Board approved the agreement on August 6, 2024.
LEGAL REVIEW: The proposed Agreement was approved by the Legal Department on August 23, 2024.
SCHEDULE: The agreement will be effective for a period of 5 years.
PRIOR COUNCIL ACTION:
rhe City Council has approved water agreements with Mt. Zion, Harristown and Long creek. There has not been prior Council
action on an agreement with Forsyth.
POTENTIAL OBJECTIONS: None
INPUT FROM OTHER SOURCES:
Village of Forsyth
STAFF REFERENCE: Matt Newell, Public Works Director, Robert Weil,Water Production Manager and Randy Miller,Water
Services Manager. Matt Newell will be in attendance at the City Council meeting to answer any questions of the Council on this
tem.
BUDGET/TIME IMPLICATIONS:
:t will be necessary to design and construct a permanent interconnection with Forsyth. It is estimated that the total cost will be
)etween$300,0004500,000 jointly shared by the City and the Village.
