The proposed purchase agreement would allow the City to investigate the sites in detail. A Phase I
Environmental Site Assessment would be completed on both sites. A comprehensive profile of
water quality would be obtained from the Harristown site. The depth of the ponds at the
Harristown site would also be investigated. As with any real property acquisition, significant
findings would affect the closing dates.
SCHEDULE:
The closing date is December 1, 2024. The draft Capital Improvement Budget will lay out plans
for developing this water source over the next few years.
BUDGET/TIME IMPLICATIONS:
Budget Impact: The Water Capital Fund has sufficient cash reserves to provide for this property
acquisition. The costs to acquire and develop Lake Charlie Rhodes, estimated at$11.8 million in
the CIP budget, can be avoided. Approximately$100,000/year in treatment costs can be avoided
due to a cleaner water supply.
Staff Impact: Staff has allocated time to manage this project.
POTENTIAL OBJECTION: No objection is anticipated.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Jon Kindseth, Deputy City Manager, Matt Newell, Public Works
Director, and Robert Weil, Water Production Manager. Matt Newell will be in attendance at the
City Council meeting to answer any questions of the Council on this item.
LEGAL REVIEW: The property sales agreement has been prepared and reviewed by Counsel.
This memorandum was written by Robert Weil, P.E., Water Production Manager.
— 3 —
