Macon County Multi-Hazard Mitigation Plan 12024
1.2 Purpose of the Plan
This Plan identifies activities that can be undertaken by both the public and the private sectors
to reduce risk to hazards, health hazards, and property damage caused by natural hazards. This
Plan reviews mitigation activities and selects those that will work best for Macon County.
This Plan fulfills the federal requirements for mitigation funding outlined in 44 Code of Federal
Regulations, section 201.6 (U.S. Government Publishing Office, 2021, P. 1), and U.S. Code 42,
section 5165 (U.S. Government Publishing Office, 2022, P. 1), the CRS program, and provides the
county with a blueprint for reducing the impacts of natural hazards. A list of municipalities with
general information, including the community number for FEMA's NFIP and participation in CRS,
are shown in Chapter 4.
1.3 Hazard Mitigation Program
Hazard mitigation is any sustainable action that reduces or eliminates long-term risk to people
and property from future disasters. Mitigation planning breaks the cycle of disaster damage,
reconstruction, and repeated damage. Hazard mitigation includes long-term solutions that
reduce the impact of disasters in the future (FEMA, Hazard Mitigation Assistance Grants 2023a).
1. Keep the hazard away from people, property, and structures.
2. Keep people, property, or structures away from the hazard.
3. Reduce the impact of the hazard on victims (e.g., insurance).
Macon County completed its initial Multi-Hazard Mitigation Plan in 2013 and was adopted in
2014. The planning team reviewed the previous plan prior to beginning this five-year updated
process for 2024. Additionally, the county and the local communities utilized land use plans,
emergency response plans, annual reports, ordinances, and building codes to direct community
development.
1.4 Planning Area and Participating Jurisdictions
Macon County, Illinois, includes 12 municipalities that partially or completely reside within
county boundaries. All jurisdictions were invited to participate in the planning process. The
jurisdictions listed in the table below were represented by one or more municipal officials.
Representatives not only attended meetings but also participated by gathering data and
historical information, identified new mitigation actions and completed a hazard analysis, and
participated by completing and/or sharing the community preparedness survey. Macon County
and the following 12 participating jurisdictions intend to adopt and implement the Plan with full
coordination and participation (Table 1-1). No jurisdictions will not be participating or adopting
Macon County's Plan.
Chapter 1: Introduction 8
