Public Works <br /> DATE: 8/26/2024 <br /> MEMO: 2024-104 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Tim Gleason,City Manager <br /> Matt Newell,P.E.,Public Works Director <br /> Robert Weil,Water Production Manager <br /> Jennifer Gunter,Watershed and Lake Manager <br /> SUBJECT: <br /> Resolution Authorizing Lake Decatur Watershed Farmland Conservation Program Agreement for Pond Improvements with Angela <br /> Kay Norman <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution authorizing a Lake Decatur Watershed Farmland <br /> Conservation Program Agreement between the City of Decatur and Angela Kay Norman for the construction of a pond to control <br /> nutrients, sediment and erosion for a not to exceed cost to the City of$35,695. This amount represents 90%of the total project <br /> cost of$32,450 with a 10%contingency.The remainder of$3,245 will be paid by the property owner. <br /> BACKGROUND: <br /> The City's 2021 Watershed Management Plan is designed to significantly reduce Lake Decatur sedimentation and improve the <br /> lake's water quality through watershed conservation. City staff manages the watershed conservation efforts in-house with the <br /> assistance of Northwater Consulting,the City's Watershed Management Plan consultant. <br /> The pond is to be constructed on private land and is expected to result in these reductions over the 25-year life of the project: <br /> Nitrogen 6,050 pounds <br /> Phosphorus 975 pounds <br /> Sediment 1,850 tons <br /> LEGAL REVIEW: The agreement form was approved by the Legal Department on September 21,2022. <br /> PRIOR COUNCIL ACTION: <br /> 1. September 25,2023—Study session in which the Mayor and City Council received a briefing on the watershed protection <br /> program. <br /> 2. January 11,2024—Council reaffirmed Priority Goal#6, Collaborate with others in ensuring integrated and wholistic <br /> management of city-owned open spaces,transportation corridors,and especially Lake Decatur.Key Implementation <br /> Strategy#2 for this goal was also reaffirmed: Implement recommendations of a Lake Management Plan so that the <br /> quantity of sediment,silt and nitrates entering Lake Decatur is significantly reduced,and adopt other strategies <br /> designed to assure good water quality and watershed protection. <br /> POTENTIAL OBJECTIONS: There are no known objections to this resolution. <br /> INPUT FROM OTHER SOURCES: <br /> The project was designed by Martin Engineering Company in Springfield,Illinois. <br />
