Financial Management <br /> DATE: 9/16/2024 <br /> MEMO: <br /> TO: Honorable Mayor Moore Wolfe and <br /> City Council Members <br /> FROM: Tim Gleason,City Manager <br /> Ruby James,City Treasurer&Chief Financial Officer <br /> SUBJECT: Resolution Authorizing Amendment Number 4 to the Management and Professional Services Agreement between the <br /> City of Decatur,Illinois and Everside Health,LLC <br /> SUMMARY RECOMMENDATION: City Administration recommends Council approval for Amendment Number 4 to the <br /> Management and Professional Services Agreement between the City of Decatur,Illinois and Everside Health,LLC <br /> BACKGROUND: <br /> The City executed the original agreement with Everside Health on March 1,2021 to begin health clinic services for the employees <br /> and dependents of the City of Decatur. Since that time there have been three previous amendments. <br /> The current amendment seeks to add a Medical Assistant to the Clinic staffing in order to handle the increase in visits experienced <br /> in the past year and a half. Visits have increased from 79 visits in January 2022 to 170 visits in July 2024,with the highest month <br /> being 250 visits. The current average number of monthly visits in a year is 180 compared to 109 in calendar year 2022. <br /> The concept of the clinic is to have enough time to spend with patients to not feel like they are being rushed out the door. Urging <br /> patients to come to the clinic saves the City money by not paying higher rates for visits at other doctors. If the costs of the clinic <br /> are already budgeted, it does not cost the City any additional funds to send more employees to the clinic until the next clinical <br /> person must be hired. We are now at the point where another clinical person needs to be hired to support the volume of patients at <br /> the clinic. <br /> The annual increased cost for a medical assistant is $83,980 a year including salary,benefits, and training. The Clinic successfully <br /> saved the City$1.5 million in 2022 and$156,000 in 2023. The reason less was saved during the second year of operation is due to <br /> several employees and dependents needing specialized treatment that the clinic cannot provide. Since these specialized services <br /> must be sought outside the clinic,we are not able to save money on those type of visits; and the City is charged for outside doctor <br /> visits.
