An Ordinance authorizing the closure of the following intersecting streets and alleys in the Wabash Crossing <br /> Neighborhood at the request of East Lake Management and Development Corp.: <br /> a. East Leafland Avenue on the east side of North Warren Street <br /> b.East Condit Street on the east side of North Warren Street <br /> c. East Leafland Avenue on the east side of North Martin Luther King,Jr.Drive <br /> d.North Morgan Street on the south side of East Grand Avenue <br /> e.North Morgan Street on the north side of East Marietta Street <br /> f. North Clinton Street on the north side of East Marietta Street <br /> g.Alley between East Grand Avenue and East Leafland Avenue on the west side of North Martin Luther King,Jr.Drive <br /> 2. A resolution authorizing the purchase of 35 traffic and safety barriers from Traffic Safety Warehouse for their low quote <br /> of$33,255.00. The barriers are to create street closures in the Wabash Crossing neighborhood. The expenses are planned to <br /> be drawn from the cash balance in the Near North TIF. <br /> 3. A resolution authorizing Ameren to install 24 additional streetlights in the Wabash Crossing neighborhood at a cost of <br /> $44,943.00. The expenses are planned to be drawn from the cash balance in the Near North TIF. <br /> BACKGROUND: <br /> East Lake Management and Development Corp. manages the properties in the Wabash Crossing neighborhood, which is generally <br /> centered on Martin Luther King, Jr. Drive south of Grand Avenue. In 2023, East Lake proposed to the City a project that they <br /> believed would promote crime reduction and improve the neighborhood. The project proposal included the following items along <br /> with the City's current plan to address them: <br /> 1. The proposed closure of various streets and alleys in the Wabash Crossing neighborhood. Closures were requested to <br /> reduce access to the neighborhood to allow East Lake's security to better monitor their properties with the reduced options <br /> to enter and leave the site. The Police Department reviewed the initial proposal from East Lake and recommended <br /> modifications. The attached map reflects the proposed closure plan supported by both Police and Fire Departments. <br /> Public Works staff recommends the purchase of decorative barriers to implement the closures. The barriers are designed to <br /> be permanent or temporary. It is recommended that, at least initially,temporary closures are best to allow for a trial period. <br /> If the closures have the desired effect and are to be made permanent,the barriers can be left in place or street improvements <br /> can be constructed like those completed in the Old King's Orchard,and NWRAPS neighborhoods years ago. <br /> Municipal Services staff received quotes from three vendors.
