EXHIBITA- PAGE A5
of the conceptual design. There is information from reliable compost industry
sources to calculate the reduction in incoming volume after processing, active
composting, and curing.
The amount of compost is important, but just as important is the quality and size
gradation of the compost finished product. This will dictate what type of
screening equipment is necessary for operations. For example, if the identified
end market is residential and golf courses, the quality and fine gradation of the
compost is critical. If the end market is agriculture, the gradation is less
important and requires less screening which can impact the selection of
equipment used.
7. Cost of land area estimates
The cost of land for the compost footprint must consider environmental and
infrastructure costs beyond the price of the property. Any estimate of land costs
will consider the imbedded costs needed to support the operations. This includes
roadway access, available utilities, proximity to residential and commercial
properties, etc. The JPLEE team will evaluate these considerations for the land
areas identified by the City. We have experience in this regard at past compost
facility development projects and can use this to assist the City and their local
real estate professionals to compare the candidate sites.
8. Siting study at 1160 S. Monroe Street 11.7-acre property and other alternatives
The JPL team will provide guidance to the City's staff on the viability of property
located at 1160 S. Monroe Street, where the City is currently under contract for,
as well as other viable locations. The team will apply the same environmental,
development and operational considerations identified in the conceptual design,
technology evaluation and land area estimate tasks to score the site as to its
suitability for accomplishing the City's vision and mission statement objectives.
The upfront costs for an evaluation of the subsurface soils and water table will
be calculated by JPLEE for the selected location. This is important to verify that
subsurface conditions are favorable for development.
9. Characterization of organic waste stream for composting—
The JPL team will perform an assessment of available organic material/waste that
can be composted by the City and determine what operation or regulation
barriers may limit use of them as feedstock. We will create a feedstock calendar
that will inform management decisions at various times of the year, when
seasonality (spring clean-up; summer grass clippings; fall leaf collection) can
impact the type of organic material coming to the facility. The feedstock material
will be sent out by a team member for testing (moisture content, bulk density,
4
