Cly Com UL c ►vy Xa Q — � d awed � �-f'l I�I�rvti Public Works DATE: 10/11/2024 Cc MEMO: 2024-162 TO: Honorable Julie Moore Wolfe,Mayor and City Council Members FROM: Tim Gleason, City Manager Matt Newell, Public Works Director Robert Weil, Water Production Manager Jennifer Gunter, Watershed and Lake Manager Kelly Harrison,Procurement Officer SUBJECT: Resolution Accepting the Bid Price of B &R Construction for Dock Removal in Nelson Park Harbor SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached Resolution awarding a contract in the amount of$65,000 for dock removal in Nelson Park Harbor with B&R Construction as the lowest responsible bidder,and that the Mayor be authorized to execute the contract and the City Clerk to attest. BACKGROUND: Lake staff have been removing docks the past three years to make room for the new 20-slip docks that have been installed along Lake Frontage Road. The next phase of the Nelson Park Harbor improvement is to remove the existing boat clubs from the observation tower pier east to the Beach House Restaurant. These boat clubs include Anchor Boat Club,Dolphin Boat Club 1 &2,Driftwood Boat Club,Lock Boat Club and Mud Flats Boat Club. The clubs were given the option to remove their own docks but none of the clubs chose to do so. Due to the difficulty of accessing the docks by land,they will need to be removed by barges,boats and with machinery the City does not currently own. Bids were received by the Purchasing Division on October 1,2024. The bid results are provided on the attached bid tabulation. Although another dock company submitted a bid as well,B&R Construction was the lowest bidder and their bid proposal is responsive to all requirements. MINORITY PARTICIPATION GOALS: Contractors for City Projects shall comply with City Code Chapter 28,Article 10,"Minority Participation Goals for Public Works Contracts." Contractors for City projects shall make a good faith effort to comply with the following minimum goals: 1. Ten(10)percent of the total dollar amount of the contract should be performed by Minority Business Enterprises(MBE)if subcontracting opportunities are available and/or ten(10)percent of the total dollar amount should be for the purchase of goods,material,and equipment to MBE;and, 2. Eighteen(18)percent of the total hours worked should be performed by minority workers. 3. If the use of Minority Business Enterprise meets or exceeds 20%of the final contract value,the City will award a 2% Bonus based on the final contract amount up to a maximum of$50,000. In this case,B&R Construction will perform all work themselves and will not purchase any material,so the subcontracting goal does not apply. They will endeavor to achieve the goal of minority hours worked. PRIOR COUNCIL ACTION: There has been no prior Council action on this item POTENTIAL OBJECTIONS: There may be objections from the other bidder on the project. However,both bid proposals have been reviewed and the bid from B&R has been found to be lowest responsible bid.
