Public Works
DATE: 11/7/2024
MEMO: 2024-177
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Tim Gleason, City Manager
Matthew Newell, P.E., Public Works Director
Robert Weil, P.E.,Water Production Manager
SUBJECT: Resolution Authorizing a Three-Year Professional Services Agreement with Pace Analytical Services for
Water Treatment Laboratory Services
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the attached resolution accepting the bid and authorizing the execution of a
three-year professional services agreement in the amount of$31,310 with Pace Analytical Services for water treatment laboratory
services, and that the Mayor be authorized to execute the contract and the City Clerk to attest.
BACKGROUND:
The Illinois Environmental Protection Agency(IEPA)requires public water supplies to perform a wide variety of water quality
tests each year. Since many of these tests are complex and require expensive analytical equipment that would only be used once
or a few times annually, the City outsources many of these tests to an IEPA certified laboratory. The current three-year
agreement expires on December 31,2024.
To obtain quotes from IEPA certified laboratories in Illinois,a request for quotations was sent to these laboratories:
American Water Central Laboratory
Daily Laboratories
Suburban Laboratories
Test, Inc.
Pace Analytical Services
Only one firm submitted a quote,Pace Analytical Services. Pace has provided these services to the City for the past several
years, and their performance has been generally satisfactory.
PRIOR COUNCIL ACTION:
November 29,2021—Council approved the previous three-year professional services agreement with PDC Laboratories,Inc.
PDC was subsequently acquired by Pace Analytical Services.
POTENTIAL OBJECTIONS: None foreseen.
STAFF REFERENCE: Matt Newell,Public Works Director,Robert Weil,Water Production Manager. Matt will be in
attendance at the City Council meeting to answer any questions of the Council on this item
BUDGET/TIME IMPLICATIONS:
This expenditure is included in the proposed Water Production Division operating budget. Staff time is allocated to manage the
agreement.
ATTACHMENTS:
Description Type
Resolution and Exhibit Cover Memo
