L'- <br /> Police Department <br /> DATE: 11/4/2024 <br /> MEMO: 24-47 <br /> TO: Mayor Julie Moore Wolfe <br /> City Council Members <br /> FROM: Tim Gleason,City Manager <br /> Shane Brandel,Chief of Police <br /> SUBJECT: Central Illinois Regional Dispatch Center(CIRDC)2025 Invoice <br /> SUMMARY RECOMMENDATION: <br /> Approve by resolution the payment of the 2025 user fees for the Decatur Police Department and the Decatur Fire Department to <br /> the Central Illinois Regional Dispatch Center. <br /> BACKGROUND: <br /> On June 5,2017,under Resolution 2017-76,the City Council approved the City of Decatur entering into an Intergovernmental <br /> Agreement with the Central Illinois Regional Dispatch Center(CIRDC)to begin providing dispatching services to the City of <br /> Decatur Police and Fire Departments on January 1,2018. <br /> The CIRDC fee for 2025 is $2,055,397.11. This is an increase from 2024 by $11,454.71 (0.6%). The fees are calculated by a <br /> fixed percentage of the CIRDC overall budget being applied to each user agency. The fixed percentage is based on historical calls <br /> for service data. This type of billing structure provides each agency with more stable billing projections. The Decatur Police <br /> Department and the Decatur Fire Department are the largest police and fire agencies served by the CIRDC,thus our share is larger <br /> than other users. The breakdown of the 2025 invoice for user fees for the City of Decatur are as follows: <br /> Decatur Police Department $1,730,350.66 <br /> Decatur Fire Department $325,046.45 <br /> The user fees are billed annually but paid quarterly to the CIRDC.
