OFFICE OF THE CITY MANAGER
DATE: December 2, 2024
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Tim Gleason, City Manager
Jon Kindseth, Deputy City Manager
Lacie Elzy, Transportation Services Director
SUBJECT: Resolution Authorizing Real Estate Purchase Agreement Andrew R.
Weatherford and Josie D. Luedke-City of Decatur, Illinois-412 S. Franklin Stret
RECOMMENDATION: Staff recommends approval of this Resolution authorizing the
purchase and lease back of 412 S. Franklin St.
BACKGROUND: The City of Decatur has purchased the following properties, located
adjacent to the Transit Campus: 333 E. Macon and 339 E. Washington. We have been
working on a Campus Master Plan for the area surrounding the Transit Campus located at
555 E. Wood St that includes acquiring the properties adjacent.
These properties will be used for multiple City Departments including Public Works.
Some of the properties will be used for future downtown development projects as they
are located in a prominent area.
The purchase of 412 S. Franklin for$105,000 will allow the current owner to lease the
property, thus paying the City rent on the building. This will not only benefit the current
owner, but the City by recovering some of the funds spent on the purchase.
STAFF REFERENCE: Should the City Council have any questions, they may contact
Jon Kindseth at 217.450.2323 or jkindsethAdecaturil.gov.
BUDGET/TIME IMPLICATIONS: There are sufficient funds to cover this acquisition
in the current City fiscal year 2024 budget.
