Police <br /> DATE: 1/21/2025 <br /> MEMO: 25-3 <br /> TO: Honorable Mayor and City Council Members <br /> FROM: Tim Gleason, City Manager <br /> Shane Brandel,Chief of Police <br /> SUBJECT: <br /> Resolution Authorizing the Purchase of Graykey License Renewal from Magnet Forensics for the <br /> Decatur Police Department <br /> SUMMARY RECOMMENDATION: Approve by resolution the purchase of the GrayKey license renewal for <br /> the Decatur Police Department. <br /> BACKGROUND: <br /> Today,virtually every criminal investigation involves digital evidence which is why the Decatur Police <br /> Department has personnel extensively trained in the extraction and analysis of digital data. The Decatur Police <br /> Department has utilized Grayshift LLC's GrayKey since 2018. Grayshift LLC developed GrayKey which is a <br /> state-of-the-art mobile digital forensic access tool that extracts encrypted or inaccessible data from mobile <br /> devices. <br /> In the field of digital forensics, mobile devices often contain critical information. Accessing data from various <br /> devices is crucial in criminal investigations. GrayKey provides the most comprehensive iOS and modern <br /> Android device support allowing the full content to be extracted. GrayKey also integrates easily with other <br /> forensic analysis products utilized by the Department. By doing this, GrayKey allows the Decatur Police <br /> Department to obtain a more complete and detailed data extraction giving our Criminal Investigations Division <br /> access to critical evidence. <br /> The Decatur Police Department's annual renewal license is for the Premier version of GrayKey which provides <br /> two (2) devices under one license and unlimited iOS and Android extractions. GrayKey is necessary to resolve <br /> critical investigations quickly and enhance public safety in Decatur. <br /> The annual renewal license, purchased through Magnet Forensics, for GrayKey-Premier Unlimited iOS and <br /> Android extractions with two (2) devices, is $57,110. This expense is budgeted police department general <br /> fund.
