Agreement No.25-0378-3192301 <br /> EXHIBIT A <br /> PROJECT DESCRIPTION <br /> This project will implement best management practices (BMPs) recommended in the Lake Decatur Bluffs and <br /> Wildcat Creek and Friends Watershed-based plans (HUC 0713000604) to reduce nonpoint source pollution to <br /> protect water quality. BMPs will include shoreline stabilization using breakwater stabilization techniques, stream <br /> channel stabilization using riffles, and 5.8 acres of wetland creation and/or restoration. The wetland projects will <br /> include: 1) one project tht re-connects stream to its floodplain using large stream riffles which will enhance up to <br /> 2 acres of wetland on private ground adjacent to Lake Decatur; 2) 2 acres of wetland creation/restoration will be <br /> on city-owned land in the Friends Creek subwatershed on a small unnamed tributary to Friends Creek involving <br /> re-directing tile flow and surface runoff into an existing basin/cell system and retrofit the basin with a series of <br /> water control structures; and 3) 1.8 acres of wetland creation near Allerton Park in the Wildcat Creek <br /> subwatershed. <br /> This project will also develop a watershed-based plan for the 29,733 acre Big/Long Creek watershed which is <br /> made up of Big Creek-Long Creek watershed (HUC 071300060409) and Long Creek watershed (HUC <br /> 071300060406). This plan will be consistent with the USEPA watershed-based plan guidance found in Appendix <br /> C of the Nonpoint Source Program and Grants Guidelines for States and Territories dated April 12, 2013 (as <br /> revised). The watershed planning process will include planning meetings and one-on-one landowner outreach. <br /> - OUTPUTS: <br /> o 1 updated Illinois-EPA approvable watershed-based plan for Big Creek Watershed and Long Creek Watershed <br /> that meets the nine key elements of a watershed-based plan including: <br /> ❑ Planning meetings <br /> ❑ One-on-one landowner outreach <br /> o 2,145 linear feet of shoreline stabilization <br /> o 5.8 acres of acres of wetland creation <br /> o 1,500 linear feet of streambed stabilization (approximately 6 riffles) <br /> • OUTCOMES: <br /> o Water quality protection of Lake Decatur (IL_REA), Sangamon River (IL_E-95), Wildcat Creek-Sangamon <br /> River (IL_EZS), Shiloh Chapel-Friends Creek (IL_EV-02), Long Creek (IL_EUA-01), and Big Creek (IL_EU-01) in <br /> the Lake Decatur-Sangamon River watershed (0713000604) <br /> o Annual pollutant load reductions: 556 pounds of phosphorus; 3,639 pounds of nitrogen; and 506 tons of <br /> sediment <br /> o Future implementation of the watershed-based plan recommendations. <br /> o Water quality restoration of waterbodies in the Lake Decatur watershed. <br /> State of Illinois <br /> GRANT AGREEMENT FISCAL YEAR 2025 <br /> Page 24 of 32 <br />
