to reduce sediment and nutrient loading using our own funds,we have attracted $9.88 million in RCPP grants
and$650,000 in Section 319 grants, a total of$10,530,000.
These projects also bring ecosystem benefits beyond sediment and nutrient reduction. For example, "Wetlands
are among the most productive ecosystems in the world, comparable to rain forests and coral reefs. An immense
variety of species of microbes, plants, insects, amphibians, reptiles, birds, fish and mammals can be part of a
wetland ecosystem," according to the USEPA.
LEGAL REVIEW: The agreement documents were submitted to the Legal Department for review on
December 11, 2024.
PRIOR COUNCIL ACTION:
1. On July 17, 2023, City Council approved a previous Section 319 Grant funding between the State of
Illinois, Illinois Environmental Protection Agency and City of Decatur.
2. On September 25, 2023,the City Council received an update on watershed management and water-
related capital projects at a study session at the South Water Treatment Plant.
POTENTIAL OBJECTIONS: None foreseen.
INPUT FROM OTHER SOURCES:
Jeff Boeckler,Northwater Consulting
STAFF REFERENCE: Matt Newell,Public Works Director; Robert Weil, Water Production Manager; and
Jennifer Gunter,Watershed and Lake Manager. Matt Newell will be in attendance at the City Council meeting
to answer any questions of the Council on this item. This memorandum was written by Jennifer Gunter,
Watershed and Lake Manager.
BUDGET/TIME IMPLICATIONS: This grant is a cost share grant in which the State of Illinois will provide
up to 60%of the cost of the grant's projects. The remaining 40%of the cost must be provided by other
parties. This grant is being funded by:
Amount Percentage
State of Illinois$349,665.01 58%
City of Decatur$253,110.00 42%
TOTAL $602,775.01100%
BMP construction costs were based on 2021 estimates. Due to significant cost increases since then, it is
conservatively estimated that the City may have to expend additional cost share funds from the Water Lake
Capital budget for Watershed Protection Program funds to fully fund this grant's BMP construction
projects. However, the adopted budget is expected to be sufficient to cover this difference.
Work on the grant is expected to start January 2025, and be completed by December 31, 2026.
ATTACHMENTS:
1.
