ECONOMIC & COMMUNITY DEVELOPMENT DEPARTMENT <br /> No. 2025-19 <br /> September 15, 2025 <br /> TO: Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Tim Gleason, City Manager <br /> Melissa Hon, Deputy City Manager <br /> Lacie Elzy, Economic & Community Development Director <br /> SUBJECT: Resolution Waiving all City Permit Fees for Development Within Millikin <br /> Corridor. <br /> RECOMMENDATION: It is recommended that Council adopt the attached <br /> Resolution,waiving the permit fees,to incentivize development in the Millikin <br /> Neighborhood. <br /> BACKGROUND: To encourage new development and private investment within the <br /> WRAPS neighborhood, staff recommends a temporary, three (3)year waiver of all City <br /> permit fees related to building, electrical,plumbing, HVAC, and other construction <br /> activities. This targeted incentive is designed to lower upfront costs for both developers <br /> and existing homeowners, making projects more financially feasible and attractive. <br /> Staff has identified 28 City-owned parcels in a concentrated area within the Millikin <br /> neighborhood and has prepared a Request for Proposals (RFP) for new residential <br /> development, including single-family or multi-family dwellings. To strengthen the RFP <br /> and increase the likelihood of competitive responses, we propose including the waiver of <br /> development-related permit fees. The estimated revenue impact of this waiver is <br /> approximately $20,000. <br /> In addition, staff recommends extending the fee waiver to homeowners within the same <br /> neighborhood boundary who wish to make improvements to their properties. This would <br /> reduce the financial burden on residents, encourage reinvestment, and support ongoing <br /> revitalization efforts. <br /> Based on staff's analysis, full buildout of the 28 parcels with single-family homes could <br /> generate an estimated $15,000-$20,000 in additional property tax revenue annually. This <br /> long-term return outweighs the short-term loss of permit fee revenue. <br /> PRIOR ACTION: This strategy aligns with council's goals of neighborhood <br /> revitalization. <br />
