ECONOMIC & COMMUNITY DEVELOPMENT DEPARTMENT
No. 2025-
October 6, 2025
TO: Mayor Julie Moore Wolfe and City Council Members
FROM: Tim Gleason, City Manager
Melissa Hon, Deputy City Manager
Lacie Elzy, Economic & Community Development Director
SUBJECT: Resolution Authorizing Termination of Agreement with Community
Investment Corporation of Decatur, Inc. R-97-01 For Professional Services.
SUMMARY RECOMMENDATION: Staff requests that Council adopt this resolution
authorizing the termination of agreement with Community Investment Corporation of
Decatur, Inc (CICD).
BACKGROUND: Staff recommends adoption of a resolution authorizing termination of
the January 6, 1997 agreement with CICD. The relationship is no longer mutually
beneficial, and an internal review found significant administrative expenses paid to CICD
for programs that are either duplicative of City efforts or no longer exist. CICD continues
to receive direct funding from the U.S. Department of Housing and Urban Development
(HUD) and will remain able to carry out its other HUD obligations independent of this
agreement.
The original Agreement with CICD was for CICD to complete the following functions:
1. Administration of HOME funds for the Community Housing Development
Organization (CHDO).
a. This function has been performed exclusively by City staff for the past 10
years.
2. Administration of the Decatur Industry Technology Center(DITC)
a. DITC no longer exists in its original form and no longer requires
administration.
POTENTIAL OBJECTIONS: There are no known objections.
STAFF REFERENCE: Should the City Council have any questions, they may contact,
Lacie Elzy at 542-3559 or lelzy@,decaturil.gov
BUDGET/TIME IMPLICATIONS: The yearly allocation paid to CICD can be
reallocated.
