Council Memo <br /> Finance Department <br /> No. <br /> DATE: 11/3/2025 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Melissa Hon,Interim City Manager <br /> Gregg Zientara,Interim Director of Finance <br /> Brian Hastings,Risk Manager <br /> SUBJECT: <br /> Resolution Authorizing Agreement with Bluecross Blueshield of Illinois for Administration of the City <br /> Group Health Benefit Plan for Calendar Year 2026 <br /> SUMMARY RECOMMENDATION: City Administration recommends City Council approval of the attached <br /> resolution authorizing the agreement for renewal of the administration of the City's self-insured group health <br /> benefit plans including claims administration for the period January 1, 2026,to December 31,2026. <br /> Our Advisor(First-Mid Bank)was able to bid out our benefit package and secure benefits for our employees <br /> that not many employers offer. Health insurance premiums across the country are expected to rise significantly <br /> in 2026. To minimize our increase, our broker has recommended we move our Stop Loss Insurance to SunLife <br /> and raise the stop loss from $200,000 to $250,000. Without making the change we were looking at an increase <br /> of over 14% compared to the 12.03% listed. This does not affect our employee costs or benefits.
