Guidepost <br /> Baseline Assessment <br /> Existing Policies <br /> Currently,the City has no formal policies or procedures for enhancing traffic safety. Currently,the City's only policy is <br /> to take stop sign recommendations from the public for intersections that are currently uncontrolled, or 2-way stop <br /> controlled and there is a desire to go to all-way stop control. The City will use engineering judgment and the Manual <br /> Uniform Traffic Control Devices (MUTCD)to determine if the stop sign is warranted on a case-by-case basis. <br /> Crash Analysis <br /> This plan incorporates data from multiple sources, including the National Highway Traffic Safety Administration's <br /> (NHTSA) Fatal Analysis Reporting System (FARS), Illinois Department of Transportation (IDOT) crash data, Decatur <br /> Police Department summarized reports, and other analyses. The goal is to identify high-risk locations and ensure <br /> efficient resource allocation to provide the greatest positive impact to the City. The project team reviewed crashes <br /> from 2018 to 2022,the most recent FARS data available at the start of the project,to assess trends, severity, driver <br /> behaviors, high-risk areas, and roadway conditions. These crash statistics and trends will guide the City's approach <br /> to roadway safety planning. Crash trees were created to find key crash factors.
