pF nfc
Guidepost
Vulnerable Road Users
Vulnerable road users refer to individuals who are at a high risk of injury or death on the road because they lack the
protection of a vehicle. This group typically includes pedestrians, cyclists, motorcyclists, and others who are not inside
motor vehicles. Crashes involving vulnerable road users accounted for a small number of total crashes but had an
extremely high severe crash rate—nearly nine times more likely to result in severe injury compared to vehicle-only
crashes. Vulnerable road users (VRUs) refer to individuals who are at a higher risk of injury or death on the road, as
seen in the crash statistics above. This is because they lack the protection of a vehicle.
The rural and urban areas had a
similar crash severity rate, but25.517.OVERA
urban areas comprised 82.5% 3.3%(ALL MODES OF TRANSPORTATION) VULNERABLE ROAD USER
SEVERE AND FATAL CRASH RATE
of total crashes involving
3.3%(ALL MODES OF TRANSPORTATION)
pedestrians and bicyclists.
Most of the urban crashes rb ALL MODES OF TRANSPORTATION
3.3%(ALL MODES OF TRANSPORTATION) SEVERE AND FATAL CRASH RATE
occurred on large arterial
roadways. VRU crashes were .3%INTERSECTION
slightly more frequent and 33%(ALL MODES OF TRANSPORTATION)
severe away from intersections -INTERSECTION
3.3%(ALL MODES OF TRANSPORTATION)
with 55°%° of VRU crashes being
away from intersections. The I I
severe crash rate away from 5% 10% 15% 20% 25% 30%
intersections was 29% and 20% Figure 10-Vulnerable Road User Severe and Fatal Crash Rates
for crashes at an intersection.
The reason for there being more crashes that are more severe away from intersections is most likely due to drivers
not expecting VRUs to be crossing where they are not supposed to and likely have higher speeds at the time of the
crash. Crashes were also more severe where there were no crossing accommodations. Marked crossings with
sidewalks and increasing nighttime visibility at arterial roadways or roadways that are near areas of pedestrian
interest should be a priority interest for the City.
Roadway Conditions and Defects
In the urban area of the City, most of the crashes occurred during the day,but non-daylight crashes had a higher severe
crash rate. In rural areas, daylight and non-daylight crashes were evenly distributed. Daylight crashes had a higher
severity rate for rural roadways due to the lower number of vulnerable road users during non-daylight hours. Of all the
studied crashes, 76% of nighttime crashes occurred in lit areas. Appendix E shows crash tree diagrams that break
down the different times of day and other categories of crash types.
Crash reports have a category for crashes that police officers believe to have been caused or influenced by roadway
defects (e.g., debris, rut/holes, and worn surfaces). The project team studied this category to determine if the City's
roadways have been properly maintained. Just over 4% of crashes were linked to roadway defects, with no severe
crashes attributed to them. Worn surfaces make up a majority of the crashes caused by roadway defects. While
roadway deficits have not been flagged as being a contributing part of the crash, that does not mean that continued
maintenance and repairs are not important.
Kapur Page 26 of 81
