i`,mmC
Guidepost
Speeding
. . Mound Road is a very straight minor arterial roadway that has long stretches without controlled
c .1 intersections that allow for cars to reach high speeds. The posted speed limit is 40 MPH east of North
Martin Luther King Jr Drive and west of North Macarthur Road, and 30 MPH between these two streets.
There are reduced school speed zones from North MacArthur Road to Greenridge Drive and another at certain times
around North Martin Luther King Jr Drive. To help reduce speeds on this roadway, pedestrian crossings could be
installed at Greenridge Drive due to its proximity to a school. Portions of the roadway near the heavily travelled
intersections have multiple lanes that could be restriped along with the addition of flexible delineators to narrow the
lanes and/or implement chicanes without having to redesign the roadway. Short term solutions that can be explored
before more extensive modifications are made include heavier police enforcement, reducing the posted speed limit,
and/or the lane narrowing and chicanes that were recommended above. In the future, North Macarthur Road and N
Martin Luther King Jr Drive are Intersections that could be reconstructed into roundabouts to help reduce the
speeds in this area of the roadway. The intersection of North Water Street and Mound Road can also be evaluated
for the implementation of a roundabout. This intersection may have too much traffic for a roundabout, however if it
is evaluated and will work the implementation of a roundabout at this intersection would create three roundabouts
in a series when combined with North MacArthur Road and North Martin Luther King Jr Drive to heavily reduce the
speeds on Mound Road. East of North Martin Luther King Jr Drive which is a long free flowing section of roadway
that allows drivers to attain a high speed. Speed cameras or police enforcement in this section would help to reduce
speeding in this section of the roadway.
Traffic Control
The intersection of N MacArthur Road and West Mound Road currently only has protected phases for the
northbound movements. The public has identified this intersection as unsafe and there has been a severe
CIU-{ angle crash in this intersection. It is recommended that the signals be redesigned to allow for flashing
yellow or protected phasing for each leg of the intersection while it is being evaluated for conversion to a
roundabout to help to reduce the number of crashes. The intersection of East Mound Road and North 22nd Street has
been identified by the public and had a severe crash within the intersection. Currently the intersection only has
permissive movements even though there are left turn lanes on each leg. It is recommended that either flashing
yellow arrows or protected phasing be added to this intersection. The intersection of North Taylor Avenue and West
Mound Road was identified by the public as unsafe and had three severe crashes with one of them being fatal. This
intersection should be evaluated for the addition of traffic signals to reduce the crash rate at this intersection. If the
intersection does not meet the requirements for traffic signals or as a short-term solution before signals are
installed, converting the intersection into an all-way stop intersection would help to reduce the crashes at this
intersection.
Kapur Page 50 of 81
