'} '
fourth out of all intersections and had 3 severe crashes in the studied ''' I rt - 'R¢
.
period and was identified by the public as an area for improvement. -
All the severe crashes were angle crashes where the at fault driver ry " 11—
disregarded the traffic signals. The public noted that the left-turn M r I* . t'.-
lanes consistently had a large queue of cars that would spill into the
through lanes. The intersection currently has protected turn phasing Q Eldorado Eld• ••St
which may be the reason for the large queue. Redesigning the signal '4
timing for this intersection by adding additional time to the left turn I 4
phase and increasing the all red clearance interval will help to
decrease the crash rate at this intersection. Additionally, increasing r a . i,':,;-=---- 4,111,1, N.;.
the turn bay length would prevent the left turn queue from blocking - 4 •-
---.'
the through lane.
._
. ..
_........„ _......,
____
........._,
---- -----„,__<
E Eldorado Street&N Martin Luther King Jr Drive
r i The intersection of E Eldorado Street and N Martin Luther King Jr Drive was the
d' . .1 fifth highest ranked intersection, but did not have any severe crashes in the
3— studied period. The public identified visibilty issues when waiting to perform a left
r;,1 turn from N Martin Luther King Jr Drive to E Eldorado Street. If there are vehicles
4 " ;;- attempting to make a left turn in the opposing left turn lane it is very difficult to
z-
,:.:,a see oncoming through traffic. This visibility issue makes it difficult to perform a
._ safe turning maneuver onto W Eldorado Street. Comparing the intersection to
• previous intersections designed by the project team, the AADT on N Martin Luther
17,2-7---4 .x ' King Jr Drive was less than other roadways
1R.. that only contained one through lane. The
intersection could be redesigned from two
through lanes to only one through lane in each direction. With the added space 1 = rl; ,r➢
within the roadway the left turn lane can shift to give better sight distance to : _ : pn
improve visibility and create a positive left turn lane offset to improve visibility. — -:,-LI._--
A short term solution would be to close one lane at the intersection and monitor 47
r
the intersection for a reduction in near-miss crashes to see if having less
opposing lanes improves the safety of the left turn movement. Due to the
roadways state of deterioration it is recommended that the roadway be redesigned, but if the roadway is not to be
redesigned a short term solution could be to implement a protected left turn phase if turn lane geometry isn't
modified.
Kapur Page 53 of 81
