Resolution Rescinding Resolution R2023-19 and 2. Resolution <br /> Authorizing Home Investment Partnership Funds for the Redevelopment of Garfield <br /> School. <br /> SUMMARY RECOMMENDATION: Staff recommends that Council adopt two <br /> resolutions related to the Garfield School Redevelopment Project: <br /> 1. A resolution rescinding Resolution R2023-19 due to the unavailability of <br /> American Rescue Plan Act(ARPA) funds. <br /> 2. A companion resolution authorizing the full commitment of$675,000 in HOME <br /> Investment Partnership Program funds to the project. <br /> BACKGROUND: In 2023,the City Council approved Resolution R2023-19, which <br /> allocated$375,000 in ARPA funds and $300,000 in HOME funds to support the Garfield <br /> School Redevelopment Project. Since that time, all ARPA funds available for this <br /> purpose have been fully expended, and no remaining ARPA balance is available to fulfill <br /> the previous allocation. <br /> To maintain project momentum and ensure compliance with funding requirements, staff <br /> recommend rescinding the prior ARPA authorization and replacing it with a revised <br /> commitment consisting solely of HOME funds. The new resolution commits $675,000 in <br /> HOME funds and authorizes the City Manager or designee to execute all required <br /> documents to advance the redevelopment. <br /> This funding structure aligns with the City's HUD-approved Consolidated Plan and <br /> ensures the project remains viable without reliance on unavailable ARPA resources. <br /> POTENTIAL OBJECTIONS: There are no known objections. <br /> STAFF REFERENCE: Should the City Council have any questions,they may contact, <br /> Lacie Elzy at 542-3559 or lelzy@decaturil.gov <br /> BUDGET/TIME IMPLICATIONS: The updated commitment utilizes $675,000 in <br /> HOME Investment Partnership Program funds.
