Council Memo
Public Works Department
No. 2025-106
DATE: 12/1/2025
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon,Interim City Manager
Matt Newell,Director of Public Works
SUBJECT:
Resolution Authorizing the Execution of an Agreement for Faries Parkway Concrete Patching City
Project 2025-36
SUMMARY RECOMMENDATION: It is recommended that the City Council authorize the Mayor to sign,
and the City Clerk to attest, to a resolution authorizing an agreement between the City of Decatur and William
Charles Construction in the amount of$65,000, which includes the agreement amount of$57,725 and a$7,275
project contingency.
BACKGROUND:
Faries Parkway is currently under construction as part of the Brush College Grade Separation Project. Upon
inspecting the pavement nearby but outside the project limits as defined by IDOT, it was determined that the
road would benefit from some additional patching that could be performed with traffic currently routed around
the affected area. The heavy truck traffic and railroad rights of way around ADM make pavement repairs
extremely difficult when the road is open to traffic. City staff marked out needed patches and approached
William Charles Construction to provide prices to do the needed patching. William Charles is performing the
Brush College Grade Separation Project and is currently mobilized on Faries Parkway and the proposed
patching is within their current work zone and traffic control layout. Being within the current work zone of
another contractor complicates bringing on a new contractor or bidding the project. The prices proposed by
William Charles are very competitive and lower than those currently being done under the current street
project.
The City's minority use goals and Prevailing Wage requirements will be followed for this work.
LEGAL REVIEW: The proposed agreement has been approved by the Legal Dept.
PRIOR COUNCIL ACTION:
There have been no prior Council actions on this item.
POTENTIAL OBJECTIONS: There are no known objections.
INPUT FROM OTHER SOURCES:
None
STAFF REFERENCE: Matt Newell, Public Works Director; Paul Caswell, City Engineer. Matt will be at the
City Council meeting to answer any questions the Council may have about this project.
